D. In the Event of Shooter, Terrorism, Civil Disorder,
Bomb Threat, Vandalism or Theft

1. RESPONSE GUIDELINES

A. Shooter

1. In your area. Seek safe shelter. FOLLOW LOCK-DOWN PROCEDURE.

2. Call 251-6710

3. Do not leave shelter until all-clear is given.

B. Initial response for BOMB THREATS -

1. Remain calm, be polite and show interest in caller

2. If a phone call is received reporting a bomb, attempt to get answers from the caller to the following:

TAKE BOMB THREATS SERIOUSLY!

Bomb Threat Checklist:

When is the bomb going to explode?

Where is it right now?

What does it look like?

What kind of bomb is it?

What will cause it to explode?

Did you place the bomb?

Why?

3. Complete the Bomb Threat Checklist  immediately with the caller, if possible. Write down as much detail as you can remember.

4. If possible, while you are on the phone, signal another staff member to call Public Safety,   at 251-6710

5. Try to keep the caller talking to learn more information.

6 . Alert the Library Director of the threat. Do not discuss the threat with other staff.

7. Follow the instructions in the Public Safety Manual regarding Bomb Threats.

8. Evacuate when directed by ANY Disaster Team Coordinators or Library Director.

9. Do not spread rumors.

B. Initial response if a BOMB EXPLODES in area:

1. Remain calm.

2. Take cover under a table or desk.

3. Be prepared for possible further explosions.

4. Stay away from windows, mirrors, overhead fixtures, filing cabinets, bookcases, etc.

5. Follow the instructions of the Public Safety personnel and Disaster Team Coordinators.

6. Evacuate calmly, when directed, to the Assembly Area. Assist disabled persons.

7. Do not move seriously injured persons, unless they are in immediate danger (fire, building collapse, etc.)

8. Open doors carefully. Watch for falling objects.

9. Do not use elevators.

10. Avoid using the telephone, except in a life threatening situation.

11. Do not use matches or lighters.

12. Do not re-enter the affected area until directed by emergency preparedness personnel.

13. Do not spread rumors.

C. Initial response for SUSPICIOUS PACKAGE OR OBJECT

1.  If an unaccompanied suspicious package or object is noticed in the library, do notattempt to move the item. Call Public Safety, 251-6710

2.  Decisions to evacuate the building should be made after consultation with one of the Disaster Plan Coordinators or with the Library Director, or based on the imminent danger of the suspected terrorist activity.

D. Initial response to VANDALISM

1. If the vandalism appears to be a random and minor act such as writing in a book or dog-earing pages, ask the individual to STOP.

2. If the activity is more serious and involves destruction of property such as chairs, equipment, or tables, etc., go to the nearest phone and call Public Safety - 6710.

E. Initial response to TERRORISM  

1. Call Public Safety - 251-6710

2. Fellow the instruction of the Security and emergency preparedness personnel.

3. If an explosion occurs, take cover immediately and anticipate there may be other explosions.

4. Notify Campus Authorities of any known hazards (e.g., fire, bomb threat, chemical or biological threat).

4. Stay indoors and away from windows unless directed to evacuate.

5. Evacuate when directed and follow procedures for evacuation (above) and any instructions of the evacuation coordinators.

6. If released from work early, follow the instructions of the emergency preparedness personnel. Do not remain in the vicinity to sightsee.

7. Do not spread rumors.

MAIL TERRORISM

1.  Do not try to open the mailpiece if it looks suspicious.

2.  Isolate the mail

3.  Evacuate the immediate area

4.  Request assistance from campus Public Safety office , 251-6710

5.  If biological or chemical agents are suspected,  request medical assistance.  

6  List all persons who have come in contact with the material and include personal contact information.

F. Initial response to CIVIL DISORDER AND DEMONSTRATIONS

1. Call Public Safety -251-6710

2. Notify authorities immediately of any information received, factual or rumored, of a demonstration or other form of civil disorder which is planned or in progress in the vicinity of the facility.

3. Follow the instructions of Public Safety personnel and Disaster Team Coordinators.

4. Assist with protecting objects. (Art, sculptures, expensive books, etc.)

5. If an explosion occurs, take cover immediately and anticipate there may be others.

6. Notify Authorities of any potential/actual hazards (e.g.,fire, bomb threat) incurred during a threatening situation.

7. Stay indoors and away from windows unless directed to evacuate by the emergency preparedness personnel.

8. Evacuate when directed and follow the evacuation procedures included at the beginning of this handbook.

8. If released from work early, follow instructions of the emergency preparedness personnel and the local authorities. Do not remain in the vicinity of the disturbance to sight- see.

9. Do not spread rumors.

2. RECOVERY GUIDELINES

1. Do not re-enter area or building until area or building is clear of all threats to personal safety.

2. Recovery of materials will depend on the nature of the terrorism and the nature of the destruction of property.

G.  Initial response to THEFT

1.  Report all thefts to library administrative office.

2.  Record all library art items in photographic and written form. Inventory on an annual basis. Check for damage and deterioration. Record.
